running local models on a phone

Thought I'd post a small recipe because a lot of threads ask similar things.

This isn't revolutionary, but the combination of PyTorch and 7900 XTX felt surprisingly usable once I tuned around continuous batching.

Maybe useful as a starting point for newer folks.

I care more about stability than squeezing the last possible tokens/sec out of it.
